Job Purpose

The Senior Government & Public Relations holds overall strategic responsibility for the company’s regulatory positioning, government interface, public affairs, media relations, and community engagement. This consolidated leadership role secures the regulatory approvals, land clearances, and social license required to develop and operate utility-scale solar IPP (Independent Power Producer) projects while safeguarding corporate reputation and championing renewable energy initiatives across government and civil society. This position is based in Yangon and required frequent travel to Nay Pyi Taw and project sites if necessary.

Key Responsibilities

1. Strategic Government Relations & Regulatory Affairs

• Union & Regional Ministry Engagement: Lead high-level government affairs strategies and maintain direct relationships with key ministries, including the Ministry of Electric Power (MOEE/EPGE), Ministry of Investment and Foreign Economic Relations (MIFER), Ministry of Natural Resources and Environmental Conservation (MONREC), and local state/regional authorities.
• Permitting & License Management: Oversee end-to-end execution for all regulatory milestones, including MIC Permits/Endorsements via DICA, land-use permissions, environmental approvals (EIA/SIA), and power grid synchronization approvals.
• Official Correspondence: Direct and review all official government correspondence, submissions, and policy documents in formal Myanmar administrative language.
• Policy Advocacy & Monitoring: Monitor national energy policy shifts, electricity tariff reforms, and foreign investment regulations to provide strategic regulatory advice to C-suite leadership.

2. Media, Public Relations & Strategic Communications

• Corporate Reputation & Media Oversight: Serve as the official corporate spokesperson and manage external communications, press releases, media inquiries, and official public disclosures.
• Crisis Communications: Develop and execute crisis management and communication frameworks to address potential community resistance, environmental concerns, land disputes, or operational disruptions.
• Events & Milestone Visibility: Organize and oversee high-profile corporate events, including groundbreaking ceremonies, plant inaugurations, press conferences, and site delegation visits.

3. Community Engagement & ESG Integration

• Social License to Operate: Formulate local community engagement strategies in project footprint areas, working alongside site managers and ESG teams to address land owner concerns and community expectations.
• CSR Strategy & Execution: Align Corporate Social Responsibility (CSR) initiatives with local community development needs, environmental standards, and corporate ESG objectives.

• Education: Master’s or Bachelor’s degree in Law, Political Science, Public Policy, Engineering, Business or a related discipline.
• Experience: 8+ years of progressive leadership experience in government relations, corporate affairs, public relations, or regulatory management, with a proven track record in utility-scale renewable energy, infrastructure, or IPP projects in Myanmar. Experience engaging with senior government stakeholders and managing complex external relationships. Commercial mindset with the ability to identify and unlock strategic business opportunities.
• Regulatory Expertise: In-depth knowledge of the Myanmar Investment Law, Electricity Law, Environmental Conservation Law, and local land administration procedures. Established network within Myanmar government agencies, regulators, SOEs or infrastructure sectors. Experience in renewable energy, power, infrastructure, mining or other regulated industries would be advantageous.
• Language & Communication Skills: Fluent in English and Myanmar. Exceptional command of formal Myanmar administrative/business writing and executive-level public speaking is required. Excellent communication, negotiation and stakeholder management skills.
• Network & Leadership: Established, high-level professional network across relevant ministries, regional government bodies, and media outlets, combined with strong crisis navigation and diplomatic negotiation skills. Comfortable travelling frequently and spending significant time meeting external stakeholders.
