1. Recruitment & Selection

  • Sourcing & Headhunting: Oversee the entire recruitment lifecycle, including strategic talent acquisition, headhunting and specialized candidate pipelines for key operations roles.
  • Selection & Panel Representation: Serve as the primary HR representative on interview panels, ensuring all candidates are evaluated objectively against established competency frameworks.
  • Process Transparency & Policy Compliance: Ensure all hiring processes are fair, merit-based and transparent in strict compliance with Dawn Microfinance policies.
  • Job Postings & Candidate Screening: Manage all job advertisements across digital, pamphlet and local channels; conduct initial screening of applications in close collaboration with hiring departments, regional managers, and branch offices; coordinate and schedule panel interviews.
  • Verification & Offers: Undertake background and reference checks, draft formal job offers under the guidance and approval of Supervisor.
  • Job Description Management: Ensure all organizational Job Descriptions (JDs) utilize the standard corporate template, remain up-to-date, and are promptly revised as departmental structures evolve.
  • Recruitment Tracking & Analytics: Maintain an accurate monthly recruitment tracking system, record all interview data, and compile candidate pipelines to optimize time-to-hire metrics.
  • Onboarding & Induction: Design and conduct structured corporate staff orientations and timely induction sessions to ensure new hires understand Dawn Microfinance’s core values, operational workflows, and policies.
  • Team Leadership: Lead, direct, and manage the daily workload and accomplishments of assigned HR Officers (Recruit Team).

2. Employee Relations & Engagement

  • Cross-Departmental Coordination: Serve as the main HR focal point for regional managers, branch managers, and department heads to address employee information needs, operational challenges, and staff concerns.
  • Performance Management Process: Execute annual and mid-year performance review cycles according to the Senior HR Manager's instructions; aggregate results, analyze performance trends, and draft formal reports for management review.
  • Support Grievance Handling & Disciplinary: Support and facilitate responses to staff concerns, grievances and policy violations in line with DAWN policies.
  • Climate Surveys & Employee Voice: Conduct periodic employee climate and engagement surveys, analyze quantitative and qualitative data, and draft insightful reports with actionable recommendations for the Senior HR Manager and Head of Department.
  • Exit Management: Oversee end-of-contract procedures and resignations to ensure smooth transitions; ensure employee notice periods fully comply with legal requirements and company rules.
  • Exit Analytics & Retention Action: Discover underlying root causes behind employee turnover through structured exit interviews; track retention trends and present an Annual Employee Exit Report with risk mitigation strategies to the Senior HR Manager/Head of Department.
  • General ER Initiatives: Organize and execute additional employee relations related events under supervisor guidance.

3. Policy & Compliance

  • HR Policy Implementation: Drive the effective rollout and daily compliance of all HR policies, administrative procedures, and labor standards across all operational units.
  • Policy Review & Maintenance: Recommend necessary policy updates, keep the employee policy manual current, and conduct regular briefings so that staff across all levels thoroughly understand policy requirements.
  • Health, Safety & Equal Opportunity: Enforce strict adherence to policies regarding occupational health and safety, security, equal opportunity, and workplace safety across all offices and branches.
  • Labor Law Compliance: Maintain up-to-date knowledge of local labor laws and statutory regulations, ensuring all HR practices remain fully compliant.
  • Data Integrity & Confidentiality: Maintain absolute confidentiality regarding employee records, disciplinary cases, and sensitive HR matters; compile and update personal data files and entries regularly.
  • Field Communication: Effectively communicate and coordinate HR standards, updates, and compliance requirements with regional and branch offices as required.

4. Other Duties

  • Audit Documentation: Ensure all required HR records, employee files, and compliance documents are organized and readily available for internal, external, and regulatory audits.
  • Regular Reporting: Track, aggregate, and submit monthly operational HR reports and key status updates to the Senior HR Manager in a timely manner.
  • Delegated Tasks: Perform other strategic and operational HR tasks as assigned by the supervisor.

Job Requirements

  • Bachelor’s degree and Diploma of Human Resources Management
  • 7+ years of progressive HR experience, with at least 2–3 years in a supervisory or assistant manager role overseeing recruitment, performance management, and employee relations (experience in microfinance, banking, or multi-branch networks preferred)
  • Strong command of local labor laws, structured interviewing techniques, grievance resolution procedures, and HR tracking/data management
  • Excellent interpersonal, active listening, and conflict mediation skills
  • Strong verbal and written communication including good working knowledge of English (spoken and written) 
  • Proficient in MS Office (Excel, Word, PowerPoint), HRIS software, Other HR related software.
  • Commitment to and understanding of DAWN’s aims, values, and principles
  • Must be able to travel
