Job Purpose

The Sr. Finance Manager/ General Manager (Finance) will oversee financial management, project financing, accounting, budgeting, and financial compliance for 200 MW solar energy projects. This role ensures robust financial governance, optimal capital structuring, debt service management, and accurate investor/lender reporting across all development and operational phases.

Key Responsibilities

1. Project Finance & Capital Structuring

• Financial Modeling & Bankability: Build, maintain, and stress-test complex financial models to evaluate project IRR, LCOE (Levelized Cost of Energy), DSCR (Debt Service Coverage Ratio), and tariff sensitivity under changing macroeconomic conditions.
• Debt Structuring & Loan Drawdowns: Manage debt service schedules, capital calls, and debt drawdowns with international commercial banks, or local financial institutions.
• EPC & O&M Contract Evaluation: Analyze financial terms, payment milestones, performance guarantees, and liquidated damages in Engineering, Procurement, and Construction (EPC) and Operation & Maintenance (O&M) contracts.

2. Foreign Exchange (FX), Treasury & International Banking

• Currency Risk & FX Liquidity Management: Manage multi-currency transactions (USD, Yuan, MMK) to mitigate FX exposure during equipment procurement and loan repayment cycles.
• Correspondent Banking & Cross-Border Remittances: Navigate international settlement channels, trade finance mechanisms (Letters of Credit, Bank Guarantees), and Central Bank of Myanmar (CBM) regulations regarding offshore debt servicing and profit repatriation.

3. Investment Incentives & Regulatory Compliance

• MIC & DICA Governance: Oversee financial compliance under the Myanmar Investment Commission (MIC) Permit/Endorsement and ensure corporate filings with the Directorate of Investment and Company Administration (DICA) remain fully up to date.
• Tax Optimization & Import Duty Exemptions: Utilize tax incentives available under the Myanmar Investment Law, including corporate income tax exemptions, duty-free importation of solar machinery, and managing withholding tax (WHT) obligations on foreign services and loan interest.

4. PPA Financial Governance & Revenue Assurance

• Offtaker Billing & Cash Flow Control: Manage monthly energy billing, tariff calculations, and revenue collection with state utilities (e.g., EPGE/MOEE) under the Power Purchase Agreement (PPA).
• PPA Covenant Monitoring: Ensure continuous adherence to financial covenants, insurance requirements, and reserve accounts specified in the PPA and financing agreements.

5. Project Cost Control & Operational Financial Management

• EPC Budget Tracking & Variance Analysis: Track site capital expenditure (CAPEX) against approved budgets, review vendor progress claims, and analyze cost variances during the construction phase.
• Operational Expense (OPEX) Management: Control ongoing maintenance budgets, insurance premiums, land lease payments, and community CSR financial allocations during the operational phase.
• Audit & Financial Reporting: Lead monthly, quarterly, and annual financial closes in compliance with International Financial Reporting Standards (IFRS) and local statutory accounting standards for project shareholders and lenders.

Key Qualifications & Requirements

• Education: Bachelor’s degree in Finance, Accounting, or Economics. CPA, ACCA, or CFA qualification strongly preferred.
• Experience: 7–10 years of progressive finance experience, with at least 3 years in project finance, infrastructure, renewable energy, or IPP projects.
• Technical Skills: Advanced financial modeling skills, deep knowledge of project finance metrics (DSCR, IRR, NPV), tariff structuring, and regulatory financial compliance.
• Competencies: Strong negotiation skills, analytical rigor, and experience managing banking relationships.
