Position Summary

The Head of QA/QC is responsible for establishing, implementing, and continuously improving the Quality Management System (QMS) across all construction and property development projects under Super Seven Stars Group. The role ensures that every project is delivered in accordance with approved drawings, project specifications, international quality standards, local regulations, and company policies.

The successful candidate will lead the QA/QC department, conduct regular inspections and audits across all project sites nationwide, identify quality risks, implement corrective actions, and ensure continuous improvement in construction quality, workmanship, safety coordination, and client satisfaction.

This position requires frequent nationwide travel to construction sites to monitor quality performance, mentor project QA/QC teams, and ensure consistent implementation of company quality standards.
 

Key Responsibilities
1. Quality Management System
Develop, implement, and maintain the company's Construction Quality Management System (QMS).
Establish company-wide QA/QC policies, procedures, standards, and quality manuals.
Develop standard inspection procedures and quality checklists for all construction activities.
Ensure ISO-based quality management principles are effectively implemented.
Continuously improve quality processes across all business units.
2. Project Quality Assurance
Monitor quality compliance from project commencement through final handover.
Ensure construction works comply with:
Approved IFC Drawings
Shop Drawings
Material Specifications
Contract Requirements
Myanmar Building Codes
International Standards
Review and approve project quality plans.
Ensure Inspection Test Plans (ITP) are implemented effectively.
3. Construction Quality Control

Conduct regular inspections on:

Earthworks
Foundation Works
Reinforced Concrete Works
Structural Steel
Masonry
Waterproofing
Roofing
Finishes
MEP Works
External Infrastructure
Landscape Works
Roads & Drainage

Ensure:

Materials comply with specifications.
Workmanship meets company standards.
Construction tolerances are maintained.
Proper testing is completed before approvals.
4. Site Inspection & Nationwide Travel
Conduct regular quality inspections across all construction sites nationwide.
Travel extensively to monitor project quality performance.
Perform surprise audits and scheduled inspections.
Prepare site inspection reports with corrective actions.
Monitor implementation of corrective and preventive actions (CAPA).
Ensure consistent quality standards across all projects.
5. Material Quality Control
Review material submittals.
Approve material samples.
Coordinate laboratory testing.
Verify supplier quality certifications.
Monitor material storage conditions.
Reject non-compliant materials.
6. Non-Conformance Management
Investigate quality failures.
Issue Non-Conformance Reports (NCR).
Monitor corrective actions.
Conduct Root Cause Analysis.
Implement preventive measures.
Reduce recurring quality defects.
7. Internal Quality Audits
Conduct regular internal audits.
Evaluate project quality performance.
Prepare audit findings.
Monitor audit close-out actions.
Ensure continuous compliance.
8. Documentation Control

Review and monitor:

Inspection Requests (IR)
Material Inspection Requests (MIR)
Inspection Test Plans (ITP)
Method Statements
Quality Records
Concrete Test Reports
Material Test Certificates
As-built Documentation
Final Handover Documentation
9. Team Leadership
Lead and develop QA/QC Engineers and Inspectors.
Mentor project QA/QC teams.
Conduct technical training.
Develop competency improvement plans.
Evaluate team performance.
10. Coordination

Coordinate with:

11. Continuous Improvement
Analyze recurring defects.
Develop quality improvement initiatives.

Job Requirements

Qualifications

  • Bachelor's Degree in Civil Engineering, Construction Engineering, Architecture, or related discipline.
  • Master's Degree is an advantage.
  • Certified Lead Auditor (ISO 9001) is preferred.
  • Professional Engineering Registration is an advantage.
  • Experience
  • Minimum 12–15 years of construction experience.
  • Minimum 7 years in a senior QA/QC leadership role.
  • Experience managing multiple large-scale projects simultaneously.
  • Experience in high-rise buildings, mixed-use developments, industrial projects, infrastructure, and commercial developments.
  • Experience working with international consultants and contractors.
  • Proven experience implementing ISO 9001 Quality Management Systems.
