The Senior Manager – Risk & Compliance will lead the development and execution of the organization’s risk management and compliance framework within a highly dynamic working environment. The role ensures internal governance and control requirements while supporting business growth and operational resilience. This role requires deep and detailed understanding of Risk, Compliance and Governance, strong cross-functional leadership, and the ability to balance the 2nd line of defense expectations with 1st line of defense priorities.

 

Risk Management

  • Assist the Head of Risk & Compliance in Enterprise Risk Management initiatives and activities including the key risk identification, assessment, monitoring, and reporting.
  • Monitor and maintain the business unit risk registers, and ensure risks are clearly articulated, assessed, prioritized, and linked to business objectives.
  • Liaison with the business unit risk champions on the tracking of key risk updates and risk mitigation tracking.
  • Support the Head of Risk and Compliance in the business continuity planning at enterprise level and maturity assessment of each critical business unit.
  • Assist in the preparation of the board reporting dashboards for the Risk and Compliance updates.
  • Assist in the development for Risk and Control Matrix for the key processes & procedures
  • Develop the management reporting dashboards for Risk and Compliance updates, Process &
  • Procedures self-assessment status and Internal Control testing dashboards
  • Develop and lead the quarterly Business Risk Management e-Newsletter for the distribution of Risk and Compliance education within the organization.
  • Monitor Key Risk Indicators (KRIs) and emerging risks, escalating material issues to senior management and governance forums as appropriate.

Ethics, Code of Conduct & Compliance Oversight

  • Act as a champion for the organization’s Code of Conduct and Ethics Framework, ensuring it is embedded across business activities and decision-making.
  • Design, implement, and maintain ethics and compliance policies, standards, and procedures aligned with organizational values and best practices.
  • Provide oversight of compliance risks including conflicts of interest, gifts and hospitality, anti-corruption, ethical decision-making and ethical use of AI within the organization.
  • Lead ethics awareness, training, and communication programs to reinforce expected behaviors and promote a strong speak-up culture.
  • Lead investigations into Code of Conduct breaches and ethical concerns, ensuring consistent, timely, and well-documented outcomes and generate a constructive report to management.
  • Oversee the management of ethics concerns, misconduct allegations, and investigations, including remediation and disciplinary actions where required.
  • Oversee compliance incident and issue management processes, including root cause analysis and control enhancements.
  • Oversee and first reviewer of integrity due diligence on business partners, assess risks associated with them and recommend the risk rating to the contract owners.
  • Follow up implementation of agreed business partner risk mitigation actions by contract owners.
  • Assist the Head of Risk and Compliance with Ethics Committee matters.
  • Lead the Risk and Compliance digitalization project in coordination with the digital transformation teams.
  • Be a consulting role and act as a champion for other compliance related projects with other cross functional departments.

Governance and Control

  • To coordinate with ATOM Myanmar policy owners and managers for policies and manuals review ensuring the Governance framework are actively promoted in the company.
  • Monitor risk and compliance with internal policies and standards, identifying and exploring external trends and areas for improvement.
  • Support governance committees with high-quality reporting on risk, conduct, and ethics matters.
  • Ensure robust documentation, record-keeping, and evidence to support ethical and compliant business practices.

Leadership & Stakeholder Management

  • Lead, mentor, and develop risk, ethics, and compliance team members, fostering high performance and accountability.
  • Partner closely with Legal, HR, Finance, Data Privacy, Technology, and Business teams to address Code of Conduct and ethics risks holistically.
  • Provide clear, practical, and commercially balanced advice to extended management team on risk, ethics, and compliance matters.
  • Act as a role model and advocate for a strong ethical culture and risk-aware mindset across the organization

Job Requirements

Education

  • Bachelor ‘s Degree in Business or Law or any other closely related field
  • Professional certifications preferred

Experience

  • Minimum 7 years of strong experience in risk management, compliance, or governance roles.
  • Experience within the telecommunications or technology sector preferred
  • Experience managing teams and influencing senior stakeholders.
  • Strong experience in risk assessment and handling compliance incidents
  • Proven exposure in design and facilitation of risk & compliance training programs

Key Skillsets (3 - 5 skillsets)

  1. Proficiency in English (both oral & written) for effective verbal and written communications, including active listening skills and skills in presentation, reporting and recommendations.
  2. Good skills in Microsoft Office Applications - Excel, PowerPoint, Word.
  3. Good inter-personal skills, proactive, self-motivated, cross-functional interaction, good attitude.
  4. Ability to effectively prioritize and execute tasks in a high-pressure environment.
  5. Willing to learn and develop new skills, be a strong team player.
  6. High integrity, sound judgment, and strong leadership capability.
