Key responsibilities:
Part of Procurement team responsible for all procurement activities including materials and services required for efficient operations of Sembcorp Myingyan Power Plant. The role will require active participation including sourcing activities, bid evaluation, vendor evaluation among other responsibilities as briefly described below.
Vendor management: To develop and expand the vendor list with continuous engagement and market know how.
Bid management:
Pre-bid activities:
o Strategize and liase with internal customers / warehouse team to identify the procurement needs to ensure timely procurement & uninterrupted supplies / services for plant operations.
o To develop RFP/RFQ for bid / tender, invite bids, convene clarification & negotiation meetings with vendors.
Post-bid activities:
o To evaluate vendors on criteria such as quality, pricing, delivery schedules and compliance with regulatory safety requirements and manage the non-conformance issues.
o Analyze and recommend with justification the most preferred bid to management.
Contract management: To work closely with internal customers in continuous monitoring of contract, feedback on the performance of vendors and flag issues of concerns including potential non-performance, LDs, BG expiry etc.
Compliance management & Continuous process improvement:
o To develop and improve the processes and best practices to ensure transparent and fair procurement.
o To ensure all purchases are in compliance with the Company procurement policies and procedures.
o Evaluate feedback from end users and seek solutions for improvement.
MIS: To develop and maintain Management Information System (MIS) to track budget vs performance for procurement activities.
