  • Establish, maintain, and enforce the Bank's PMO governance framework, project management standards, methodologies, templates, and control processes.
  • Provide governance oversight across the project portfolio and ensure Project Managers comply with approved PMO requirements.
  • Oversee major and high-priority projects from a governance and delivery-control perspective, ensuring appropriate scope, timeline, resource, risk, issue, dependency, and change management.
  • Maintain an integrated project portfolio view covering project status, milestones, dependencies, resource requirements, risks, issues, and key decisions.
  • Establish clear project governance structures, including Project Sponsor, Project Manager, Project Owner, stakeholders, decision authorities, and escalation paths.
  • Monitor project governance compliance and challenge gaps, delays, inadequate planning, unresolved risks, or ineffective project controls.
  • Work with Project Sponsors and Project Managers to ensure project objectives, priorities, milestones, and key decisions are clearly aligned.
  • Work closely with Project Owners to ensure technical and functional workstreams are appropriately reflected in the overall project plan and governance.
  • Monitor cross-project dependencies, resource conflicts, critical path activities, and portfolio-level delivery risks.
  • Maintain consolidated project risk, issue, dependency, action, decision, and change registers and ensure appropriate escalation and follow-up.
  • Lead PMO project review meetings and governance forums and ensure agreed actions and decisions are tracked to completion.
  • Provide regular weekly, monthly, and quarterly project portfolio reports to senior management, highlighting project health, achievements, risks, issues, dependencies, delays, and required decisions.
  • Establish project health indicators and early-warning mechanisms to identify projects requiring management intervention.
  • Ensure major projects follow appropriate governance through initiation, planning, execution, implementation readiness, go-live, and post-implementation review.
  • Ensure projects comply with Bank policies, regulatory requirements, risk management standards, and approved governance controls.
  • Drive continuous improvement of PMO governance, project management practices, reporting standards, and project delivery discipline.
  • Provide guidance and coaching to Project Managers on PMO standards, governance requirements, project controls, and effective project management practices.

Job Requirements

  • Bachelor’s or Master’s degree in Business Administration, Information Technology, Computer Science, Project Management, or a related field.
  • 8+ years of experience in project management, with significant experience in banking, financial services, technology transformation, or enterprise projects.
  • 5+ years of experience managing major projects, programs, or project portfolios.
  • Proven experience establishing, operating, or strengthening PMO governance and project management frameworks.
  • Proven track record in managing major technology, business transformation, system implementation, integration, migration, or enterprise projects.
  • Strong experience in project governance, planning, risk and issue management, dependency management, change control, resource coordination, and project reporting.
  • Strong understanding of Agile, Waterfall, or hybrid project management methodologies.
  • Experience working with senior management, Project Sponsors, Project Managers, Project Owners, business stakeholders, and external vendors.
  • Strong leadership, stakeholder management, negotiation, communication, analytical, and problem-solving skills.
  • Ability to oversee multiple high-priority projects and identify portfolio-level risks and delivery concerns.
  • PMP, PRINCE2, Agile, or equivalent project management certification preferred.
