1. Strategic Sourcing & Vendor Management

• Develop and execute comprehensive IT procurement strategies aligned with the
• bank's digital transformation goals and overall business objectives.
• Develop, schedule, and actively manage the annual IT procurement calendar,
• ensuring the timely execution of contract renewals, scheduled RFPs, and strategic
• sourcing events in alignment with IT project roadmaps.
• Lead the end-to-end Request for Proposal (RFP), Request for Information (RFI), and
• Request for Quotation (RFQ) processes for complex IT categories.
• Identify, evaluate, and onboard high-quality technology vendors, maintaining a
• resilient and diversified vendor portfolio.
• Conduct regular vendor performance reviews and build strategic, long-term
• relationships with key technology partners (e.g., Cisco, AWS, Oracle, Huawei).

2. Contract Negotiation & Financial Management

• Negotiate complex Master Services Agreements (MSAs), Service Level Agreements (SLAs), and licensing terms to secure the most advantageous commercial conditions.
• Perform Total Cost of Ownership (TCO) analysis and benchmarking to ensure the bank receives optimal value for its IT spend.
• Collaborate with the Finance department to forecast IT procurement budgets, track actual spending, and identify continuous cost-saving opportunities without compromising system integrity.
• Prevent software license non-compliance and manage renewals proactively.

3. Risk Management & Regulatory Compliance

• Ensure all IT procurement activities comply with internal banking policies and external regulatory frameworks (e.g., PCI-DSS, central bank guidelines on technology risk).
• Partner with the Head of Technology and IT Security teams to conduct stringent Third-Party Risk Management (TPRM) assessments, ensuring vendors meet strict data security and privacy standards.
• Work closely with the Legal department to embed necessary risk-mitigation clauses, data protection terms, and exit strategies into vendor contracts.

4. Cross-Functional Leadership & Process Improvement

• Act as the primary liaison between IT stakeholders, project managers, and the procurement function to understand technical requirements and project timelines.
• Implement and enforce standardized IT procurement workflows and governance procedures.
• Drive the adoption and optimization of the bank's digital procurement and ERP systems (e.g., SAP Ariba, Coupa, Oracle).
• Lead, mentor, and develop a team of IT procurement specialists or buyers

• Bachelor Degree in Supply Chain Management, Business Administration, Information Technology, Finance, or a related field. (A Master's Degree or MBA is highly preferred).
• 5 to 8 years of experience in strategic procurement, sourcing, or vendor management, with a dedicated focus on IT categories (software, hardware, cloud, and managed services).
• Banking/Financial Services Experience: Proven track record working within the banking or financial services sector.
• Technical Acumen: Strong understanding of modern enterprise IT infrastructure, cloud computing licensing models (IaaS, PaaS, SaaS), and software licensing metrics.
• Negotiation & Legal: Exceptional negotiation skills with a solid understanding of contract law, IP rights, data privacy, and IT liability limitations.
• Analytical Ability: High proficiency in financial modeling, spend analysis, and budget forecasting.
• Risk Awareness: Deep understanding of cybersecurity risks and compliance requirements associated with third-party IT vendors.
• Communication: Excellent interpersonal skills with the ability to influence C-level executives and bridge technical and non-technical terms.
