Chief Compliance and Risk Management Officer

Job Summary

  • Chief Compliance and Risk Management Officer shall be responsible for the Compliance and the Risk Management of Construction, Housing and Infrastructure Development Bank under the Direction of the Chief Executive Officer (CEO) and/or the Board of Directors of the Bank.

Job Detail (Compliance)

  • With regard to “Compliance”, Chief Compliance and Risk Management Officer (CCRO) shall perform the following duties and responsibilities;
  •  to ensure that Construction, Housing and Infrastructure Development Bank is abiding the following in its SOP, Auditing and Risk Management;
  • the policies and procedures to be followed under the Myanmar Financial Institutions Law Regulations, Directives, Instructions and guidelines issued by the Central Bank of Myanmar and to ensure that all functional department of the bank are abiding the applicable laws, regulations, policies and procedures
  • to provide technical guidance to all functional departments to enable them to be compliance with such laws, regulations and guidelines
  • to review and analyse the current compliance level, develop the improvement plan, implement the plan with approval of BOD and submit monthly progress report to BOD

Job Detail (Risk Management)

  • With regard to "Risk Management" Chief Compliance and Risk Management Officer (CCRO) shall perform the following duties and responsibilities;
  • Chief Compliance and Risk Management Officer (CCRO) shall review and analyse existing standard operating procedures, Auditing, Risk Management of Construction, Housing and Infrastructure Development Bank, and report on Financial Risks and Non-Financial Risks issues
  • To coordinate for measuring and setting the Risk Appetite, Risk Tolerance Level & Risk Management Framework of the Construction, Housing and Infrastructure Development Bank
  • Based on the findings, develop and submit Risk Management Work-Plan to improve the existing Policies, Procedures and Products
  • Implement the workplan in coordination with the C level Executives of Construction, Housing and Infrastructure Development Bank; Chief Executive Officer, Chief Finance Officer, Chief Operating Officer, Chief Technology Officer, Chief People Officer.
  • Submit monthly progress report at the monthly BOD Meeting and with the guidance from BOD, implement the Risk Mitigation plan and continuously improve the risk mitigating process
  • In coordination with HR Department, provide knowledge sharing training to create Risk based management culture in all functional departments of Construction, Housing and Infrastructure Development Bank

Job Requirements

Qualification Requirements

  • To perform the above mentioned duties and responsibilities, the Chief Compliance and Risk Management Officer should meet the following requirements

1. Education and training

(a) Has a bachelor's or master's degree, ideally in accounting, business administration or economics from an accredited university in Myanmar or abroad or professional certification and training in banking and risk management, or

(b) In the case of existing Chief Risk Management Officer, the person has direct and hands on

experience in banking operations and procedures, auditing, risk management, compliance management, credit and lending experience, banking or accounting

2. Experience:

- 5 to 7 years working experience in a bank, financial institutions and other institutions that provide financial services, rating agency, finance company or similar financial institution as a credit or risk management officer;

-Development of participation in credit grading activities, portfolio management or credit review or approval processes; or

- Credit and risk management in a bank, financial institution and other institutions that provide financial services;

- Experience in default and fraud management

- Assets and liability management experience

3. Knowledge, skills and abilities:

- Understanding of risk exposure calculation methods;

- Knowledge of credit grading and rating concepts and the technical development of such underlying models as well as working knowledge of Basel II accord;

- Analytical Skills with working knowledge in the principles of credit risk, market risk, operational risk and liquidity risk and finance;

- Sound knowledge of investment risk and portfolio management concepts;

- Understanding of other operational risk including IT security;

- Ability to clearly articulate and express a bank or financial institution risk appetite;

- Good command of risk management principles, tools and models;

- High ethical standards and integrity in both their personal and professional dealings;

- Excellent written, verbal and communication skills.
