Job Purpose

Head of Business Control leads ATOM Myanmar’s Performance Management function for the Network and IT Group, ensuring robust cost control, governance, and operational excellence. This role is pivotal in driving cost efficiency, optimizing energy and infrastructure operations, strengthening contractual advantages, and enabling sustainable growth through strategic financial oversight.

Key Responsibilities

  • Oversee financial governance for all network-related operational expenditures (OPEX) and capital expenditures (CAPEX)
  • Implement robust cost control frameworks to ensure budget adherence and financial discipline
  • Lead monthly performance reviews, identifying risks, opportunities and corrective actions
  • Revamp and review key vendor contracts for tower, power, and passive infrastructure services
  • Identify contractual advantages, cost-saving clauses, and performance leverage points
  • Collaborate with Sourcing team to develop Process, SLA and penalty schemes to strengthen procurement outcomes
  • Drive the national energy management strategy to optimize energy consumption and reduce operating costs
  • Oversee passive infrastructure assets (tower, power systems, data centers) to improve operational efficiency
  • Analyze portfolio energy usage, conduct load studies, and assess project impacts to optimize Energy OPEX
  • Secure incentives and rebates for energy-efficient projects while ensuring compliance with sustainability standards
  • Support CAPEX planning, business case preparation and budget approval processes
  • Align CAPEX investments with operational needs and long-term network & IT strategy
  • Monitor project execution to ensure timely delivery and financial efficiency
  • Coordinate with utilities, contractors and internal teams to resolve operational and financial issues
  • Supervise E-OPEX billings and reconciliations with payout and obligations
  • Streamline vendor fuel filling and reconciliation processes to improve turnaround times
  • Lead initiatives to enhance operational efficiency, reduce losses, and improve service delivery
  • Deliver executive-level reports on savings, KPIs, and operational performance Provide training and guidance to embed energy conservation and continuous improvement culture across teams

Job Requirements

Education

  • Preferably a degree in Finance or Accounting, ACCA or related professional certificate

Experience

  • Minimum 8 years of related experience in accounting and finance, preferably in large multinational company or telecommunication industry.
  • Proven track record in telecom, infrastructure, or energy-intensive industries.
  • Strong expertise in contract management, vendor governance, and cost optimization
  • •    Advanced analytical, problem-solving, and negotiation skills
  • Proficiency in ERP systems, financial modeling, and data visualization tools (e.g., Power BI).
  • A sophisticated accounting system for account reconciliation and financial reporting.
  • Strong technical knowledge and understanding of Network & IT infrastructure to work as Network group controller in telecommunication industry.
  • Advanced excel skills and create automation for management dashboards and reporting and strong presentation skills.
  • Strong ability to effectively track and analyze information and manage large amounts of data.

  • Strong communication skills for implications to nonfinance savvy colleagues and effective communication and business partnering skills are a must - being able to build trusted relationships at all levels, both upwards and downwards included management level.
  • High attention to detail and accuracy.  Ability to manage change effectively and proactively. 
  • Ability to set the tone with a calm demeanor through pressure-packed deadlines.
  • Strong analytical skills detect trends, flag potential risks, and provide recommendations that guide strategic planning processes.
  • Proven ability to find more cost-efficient ways to work, invest and stay in budget. 
  • Proven ability to manage complex projects and partner with cross-functional teams and deliver results in a fast-paced, deadline-oriented environment. 
  • Strong project management and excellent stakeholder management skills.
