Job Description

Staff Recruitment and Retention
• Oversee the whole recruitment procedures, practices, strategic recruitment in respective zone.
• Perform as HR representative in interview panel
• Work closely with Zonal Manager to develop talent pipeline and succession planning.
• Ensure the recruitment process are fair and transparent as per HR policies
• Ensure all staff personnel files and relevant information are complete, well filed and easily retrievable and maintain confidentially
• Conduct orientation sessions for new hires
• Oversee termination and end of contract are properly processed in respective zone
• Support in responding to staff concerns and grievance and facilitate disciplinary procedures in accordance with Dawn policies, implement and monitor improvement action plans as necessary

Performance Management, Compensation and Benefits
• Manage an effective performance management system including incentive systems.
• Coordinate with Zonal Manager to arrange in-house training on performance management and ensure all staff participating in performance management system.
• Make sure compensation and benefits for all staff levels on an ongoing basis
• Work in close collaboration with Payroll Specialist and finance team, perform accurate monthly payroll management system is efficiently and effectively roll out in time for salary payment.
• Ensure monthly staff movements prior to payroll preparation and provide guidance as necessary
• Ensure statutory deductions and any other taxes are made in accordance with the local Legislative Law
• Oversee on premium payment of staff insurances (accident, in-house hospitalization) and see that all claims are provided in a timely manner
• Ensure for provision of staff entitlement and check their eligibility in accordance to the policy and procedures
• Compile monthly time sheet and ensure that time sheets are submitted regularly and send effort reporting on a quarterly basis
• Support in conducting or participating in salary and benefits survey with other comparator organizations
• Monitor on compliance of compensation and benefits entitlement
• Recommend policy changes, keep policy manual updated and ensure staff understand all the policies

Staff Development
• Contribute to developing the training programs and plans
• Support for internal and external trainings; contact source, collect relevant documents and information, seek information and also ensure on compliance of Talent Development Policy
• Provide training and induction on HR policies and Code of Conduct and Fraud policy ensure that all staff understand and comply in their work

Other
• Remain familiar with all labour laws and ensure compliance
• Maintain confidentiality on human resource matters
• Regular visit to branch offices to monitor compliance on HR policy and practices and provide technical guidance to the field staff as necessary
• Perform other tasks as assigned by your supervisor.

Job Requirements

• A Bachelor Degree is required. Degree in economics is a plus.
• At least 5 years’ experience in Human Resource Management is required, preferable with international organizations.
• Good in written and spoken English.
• High sense of personal integrity, discretion and good judgment
• Ability to take initiative.
• Excellent interpersonal, communication and presentation skills.
• Excellent computer and Microsoft Office (word, excel and PowerPoint) skills
• Commitment to work as a team member at team.
• Ability and willingness to travel when required.
