Job Description

  • Develop and maintain Mahaland’s HSE policy in line with regulatory requirements, industry best practices, and the requirements of ISO 45001.
  • Lead and manage the implementation and certification process for ISO 45001 across the organization, ensuring full compliance and continual improvement of the Occupational Health and Safety Management System (OHSMS).
  • Support business units and departments in integrating HSE policies and procedures into daily operations to foster a strong safety culture.
  • Establish and implement HSE and security frameworks, programs, and procedures across all properties.
  • Monitor, review, and update HSE and security practices to ensure relevance with evolving political, economic, social, and technological conditions.
  • Identify, assess, and manage operational risks and hazards, and implement effective mitigation and prevention measures.
  • Organize and deliver HSE training, workshops, and awareness programs for employees, tenants, and customers.
  • Plan and conduct regular emergency drills and emergency response exercises for all properties.
  • Develop and manage manpower and resource allocation plans for HSE and security teams.
  • Prepare and submit incident reports, safety performance updates, and periodic HSE reports.
  • Ensure proper incident reporting, escalation, and business continuity procedures are followed when required.
  • Lead Emergency Response Teams (ERT) during incidents and critical situations.
  • Develop and implement HSE audit programs, including internal audits aligned with ISO 45001 requirements, to ensure compliance across all properties.
  • Coordinate external audits and certification bodies for ISO 45001 accreditation and surveillance audits.
  • Provide technical HSE support to commercial, leasing, and marketing teams, as well as tenants and clients, particularly for fit-out, renovation, and operational activities.
  • Contribute to the development and monitoring of departmental KPIs.
  • Coach, mentor, and support Team members and security personnel to enhance performance and capability.
  • Liaise with relevant authorities and external agencies to ensure compliance and effective coordination.
  • Develop, monitor, and control CAPEX and OPEX budgets for HSE operations across the property portfolio.
  • Manage procurement processes for fire life safety/ protection equipment and services, including RFPs, RFQs, and tenders.
  • Review, assess, and certify contractor and vendor submissions and claims in line with contractual and safety requirements.

Job Requirements

  • Diploma or Bachelor’s degree in Fire Protection, Environmental, Mechanical, Electrical, or Construction Engineering (or related field).
  • Preferred certifications: NEBOSH International General Certificate / Diploma, OSHA Certification, ISO (e.g., ISO 45001 Lead Auditor), First Aid/CPR, and environmental certification such as ISO 14001.
  • Fluent in Burmese and English; additional languages are a plus.
  • 5–7 years of HSE experience, including 3–5 years in a managerial role (Hospitality, Construction, Industrial, or Oil & Gas preferred).
  • Strong knowledge of HSE and security regulations and standards.
  • Excellent communication, leadership, reporting, and problem-solving skills.
  • Ability to work under pressure; experience with high-rise commercial buildings is an advantage.
