Summary of Role

The HSE Manager is responsible for leading site HSE systems, regulatory compliance, operational risk control, emergency preparedness, and environmental management for refinery operations. The role ensures risks associated with hydrocarbon handling and refinery activities are properly identified, controlled, and communicated. 

Key Duties and Responsibilities

  • Develop and implement site HSE plans, procedures, and governance frameworks
  • Ensure compliance with Myanmar laws, permits, and international HSE standards
  • Lead PTW, JSA/JHA, LOTO, SIMOPS, HAZOP, and MOC processes
  • Manage contractor HSE performance and compliance
  • Lead incident investigations and lessons learned communication
  • Maintain emergency response readiness and conduct mock drills
  • Monitor fire protection systems, gas detection, PPE, and rescue equipment
  • Oversee environmental monitoring, waste, and spill control
  • Deliver HSE training, toolbox talks, and safety culture programs
  • Liaise with government authorities and external stakeholders
  • Lead, coach, and develop the site HSE team

Job Requirements

Education

  • Bachelor’s degree (Engineering, OHS, Environmental Science, Chemistry, Fire & Safety, or related)
  • Master’s degree or postgraduate qualification – preferred

Certifications (Preferred)

  • NEBOSH IGC / Diploma
  • IOSH Managing Safely or equivalent
  • ISO 45001 / ISO 14001 Internal Auditor
  • Fire safety, emergency response, first-aid certifications

Experience

  • 10–15+ years HSE experience in refinery, oil & gas, petrochemical, power, or heavy industry
  • At least 5 years in site-level HSE leadership role
  • Myanmar or ASEAN operational experience preferred

Skills & Competencies

  • Process safety and refinery risk management
  • PTW, LOTO, gas testing, HAZOP, MOC
  • Incident investigation and RCA
  • Emergency response and environmental protection
  • Contractor HSE and SIMOPS management
  • Strong leadership, communication, and integrity

Language

  • Myanmar language – fluent / working
  • English – working proficiency

Other Requirements

  • Willing to be site-based and support emergencies, shutdowns, and turnarounds
  • Hands-on field leadership style
  • Experience working with Myanmar authorities and local contractors
