Key Responsibilities
1. Cost Planning and Budget Control
Assist in preparing project budgets, cost estimates, and cash flow forecasts.
Monitor construction costs and recommend cost-saving measures.
Prepare and update cost reports for management review.
Analyze cost variations and provide recommendations.
2. Tendering and Procurement
Prepare Bills of Quantities (BOQ) and tender documents.
Review contractor and supplier quotations.
Assist in tender evaluation and recommendation processes.
Coordinate procurement activities with project teams.
3. Contract Administration
Administer contracts in accordance with project requirements.
Review contract terms and conditions.
Manage variations, claims, and extension of time requests.
Ensure compliance with contractual obligations.
4. Progress Valuation and Payment Certification
Verify contractors' interim payment applications.
Measure completed work and certify progress payments.
Prepare payment recommendations and final accounts.
Reconcile quantities and costs with project records.
5. Project Cost Monitoring
Track actual expenditure against approved budgets.
Identify potential cost overruns and propose corrective actions.
Maintain cost databases and records.
Prepare monthly cost reports and project financial summaries.
6. Variation and Claim Management
Evaluate variation orders and additional work claims.
Negotiate with contractors and suppliers on cost matters.
Maintain records of approved variations.
Assist in settlement of disputes and claims.
7. Site Coordination
Conduct site measurements and inspections.
Coordinate with Project Managers, Consultants, Contractors, and Engineers.
Attend project meetings and provide cost-related advice.
Ensure work quantities are accurately measured.
8. Reporting and Documentation
Prepare weekly and monthly reports.
Maintain BOQ, contracts, variation records, and project cost files.
Support management in preparing project financial analyses.

Job Requirements

Qualifications
Bachelor's Degree in Quantity Surveying, Civil Engineering, Construction Management, or related field.
Professional certification from RICS, AIQS, or equivalent is an advantage.
Minimum 5–8 years of experience in quantity surveying and construction cost management.
Experience in property development, high-rise buildings, commercial projects, infrastructure, or industrial developments.
Technical Competencies
Cost Estimation and Budgeting.
BOQ Preparation and Measurement.
Contract Administration.
Tender Evaluation and Procurement.
Variation and Claim Management.
Quantity Take-Off and Cost Analysis.
Construction Methods and Materials Knowledge.
Project Cost Control and Cash Flow Management.
Software Skills
AutoCAD.
Microsoft Excel (Advanced).
Microsoft Project.
CostX or Cubicost (preferred).
Primavera P6 (advantage).
ERP Systems (SAP, Oracle, Odoo, etc.).
Leadership and Behavioral Competencies
Strong analytical and negotiation skills.
Attention to detail and accuracy.
Good communication and interpersonal skills.
Ability to work under pressure and meet deadlines.
Problem-solving and decision-making capability.

Project cost variance maintained within approved budget.
