Job Description Summary
Head of Infrastructure & Fiber Access Network will lead the planning, deployment, maintenance and management of fiber access network, existing, ongoing and upcoming infra and field operations. This role ensures reliable, scalable, and secure services for thousands of subscribers, overseeing backbone last-mile fiber rollout, and day-to-day field operations and maintenance. 
Infrastructure & Fiber Access Network
Lead design, rollout, and optimization of the fiber access network (FTTx/GPON, ODN, backbone, metro fiber).
Oversee passive infrastructure (ducts, poles, manholes, handholes, towers, shelters, and power systems).
Ensure smooth integration of access and core networks to support FTTx and enterprise services.
Develop long-term network expansion plans aligned with business targets (coverage, capacity, redundancy).
Establish infrastructure quality standards and ensure compliance with industry and safety guidelines including maintenance of existing infrastructure in Mandalay and Yangon
 Field Operations Management
Lead and supervise the Field Operations team responsible for installation, maintenance, and fault restoration of fiber and passive infra.
Ensure 24/7 service assurance, meeting SLA targets for downtime and Mean Time to Restore.
Coordinate field troubleshooting, splicing, fiber testing (OTDR, power meter), and emergency restoration.
Manage internal team in terms of operation efficiency, workforce, fiber deployment & maintenance.
Implement field operation processes (ticketing, dispatching, escalation, reporting).
Drive field efficiency improvements using workforce management tools, NMS systems, and digital tracking.
Leadership & Cross-functional
Build and manage a multidisciplinary team: planners, designers, Field engineers, field supervisors, and technicians.
Work closely with Core Network, IT Infrastructure, and Customer Service teams to ensure smooth operations.
Oversee training programs for field staff on safety, fiber handling, and customer-facing protocols.
Represent the company in regulatory, municipal, and stakeholder meetings for infrastructure approvals and community issues.
Corporate Affairs Management
Act as primary liaison with government authorities such as PTD , YESC, MCDC, YCDC, regulators, and municipalities to obtain permits, rights-of-way and its related matters and approvals.
Engage with community stakeholders and landowners to resolve issues related to infrastructure deployment.
Support regulatory compliance, license obligations, and industry advocacy efforts.
Build partnerships with local authorities and strategic stakeholders to facilitate network expansion.
Manage crisis communication and public affairs related to network rollout.

Job Requirements

5 years and above Experiences in manager field (FTTx Field operations process)
Any Bachelor’s degree
Experience in a managerial role would be advantageous.
Ability to evaluate and train staff members.
