Job Summary

The HR Manager is responsible for overseeing all Human Resource functions, including recruitment, employee relations, performance management, training & development, policy implementation, and HR budgeting. The role ensures that HR strategies and operations align with the company’s business objectives while maintaining compliance with labor laws and organizational policies.

 

Key Responsibilities 

1. Recruitment / Talent Acquisition

  • Develop and implement HR strategies, manpower planning, and workforce management initiatives.
  • Manage end-to-end recruitment and selection processes to fulfill organizational staffing requirements.
  • Prepare and update job descriptions and organizational structures.
  • Conduct candidate sourcing, screening, interviewing, and hiring processes.
  • Develop talent acquisition strategies to attract qualified and high-performing candidates.
  • Oversee onboarding, orientation, and probation processes for new employees.
  • Maintain employee records and HR databases accurately.

2. Employee Relations

  • Maintain positive employee relations and promote a healthy working environment.
  • Handle employee grievances, disciplinary actions, and workplace conflict resolution.
  • Develop employee engagement and retention programs.
  • Provide counseling and guidance to employees and department managers.
  • Support managers in handling employee performance and behavioral issues.
  • Ensure fair and consistent implementation of company policies and procedures.

3. Performance Management

  • Develop and implement performance management systems and appraisal processes.
  • Establish KPI (Key Performance Indicators) and performance evaluation frameworks.
  • Conduct annual performance reviews and probation evaluations.
  • Monitor employee performance and recommend improvement plans where necessary.
  • Prepare performance analysis reports for management review.
  • Coordinate performance improvement plans (PIP) and career progression initiatives.

4. Training & Development

  • Conduct Training Needs Analysis (TNA) across departments.
  • Organize and coordinate internal and external training programs.
  • Develop employee competency, leadership, and career development programs.
  • Monitor and evaluate training effectiveness and employee learning outcomes.
  • Support succession planning and talent development initiatives.
  • Maintain training records and development plans for employees.

5. Policy Development & Compliance

  • Develop, review, and update HR policies, procedures, and employee handbooks.
  • Ensure company compliance with labor laws, regulations, and internal policies.
  • Conduct HR audits and maintain proper HR documentation.
  • Implement HR SOPs and compliance procedures effectively.
  • Advise management on legal and compliance-related HR matters.
  • Ensure confidentiality and proper handling of employee information.

6. Budgeting & Cost Control

  • Prepare and manage the annual HR departmental budget.
  • Monitor recruitment, training, employee welfare, and HR operational costs.
  • Implement cost control and cost-saving initiatives within HR operations.
  • Analyze HR expenses and provide budget performance reports to management.
  • Ensure effective utilization of HR resources and expenditures.

Job Specification (JS)

Required Education

  • Bachelor’s Degree in Human Resources Management, Business Administration, Management, or related field.
  • HR professional certifications such as SHRM, CIPD, or HR Diploma are preferred.

Required Experience

  • Minimum 8–10 years of HR experience with at least 3 years in a managerial role.
  • At least (8) years of management-level experience preferred.
  • Proven experience in recruitment, employee relations, performance management, and HR operations.

Required Skills & Competencies

  • Strong leadership and people management skills.
  • Excellent recruitment and talent acquisition capabilities.
  • Good analytical, problem-solving, and decision-making skills.
  • Sound knowledge of labor laws and HR compliance.
