The Human Resources Manager is responsible for leading and integrating all HR functions across the organization, ensuring effective people operations, strong governance, capability development, and a positive employee experience aligned with business objectives.

This role oversees HR Operations, Compensation & Benefits, HRIS and reporting, policies and compliance, people development, performance management, talent acquisition, engagement, and employer branding, while working closely with business leaders and site teams.

Key Responsibilities

HR Operations, C&B & Compliance

  • Lead and standardize end-to-end HR operations including employee lifecycle management, payroll coordination, benefits administration, and employee data accuracy.
  • Design, implement, and continuously improve compensation & benefits structures, allowances, and HR operational controls.
  • Ensure full compliance with Myanmar labour law, company policies, and internal governance standards.

HRIS, Reporting & Analytics

  • Lead HRIS implementation and optimization (attendance, payroll inputs, leave, employee records, digital HR workflows).
  • Develop and manage HR dashboards and reports (headcount, turnover, payroll cost, leave, performance, compliance).
  • Provide data-driven insights to support management decision-making and workforce planning.

HR Policies & Governance

  • Develop, review, and maintain HR policies, SOPs, and employee guidelines in line with company strategy and legal requirements.
  • Ensure consistent policy application and disciplined HR governance across HQ and all project sites.
  • Support audit readiness and regulatory compliance through structured documentation and reporting.

People Development & Learning (L&D)

  • Lead learning and development initiatives including training needs analysis, annual training plans, and capability-building programs.
  • Support leadership development, functional skills training, and internal knowledge-sharing initiatives.
  • Monitor training effectiveness and link development outcomes to performance improvement.

Performance Management

  • Lead the performance management framework (What & How), including KPI setting, mid-year reviews, year-end evaluation, and moderation processes.
  • Ensure performance outcomes are clearly linked to rewards, development, job progression, and succession planning.
  • Coach managers on effective performance conversations and people management practices.

Talent Acquisition & Workforce Planning

  • Oversee talent acquisition strategy and execution: manpower planning, sourcing, selection, offer management, and onboarding.
  • Ensure recruitment quality, timeliness, and positive candidate experience.
  • Support critical role hiring and workforce planning aligned with business growth.

Employee Engagement & Employer Branding

  • Drive employee engagement initiatives, internal communication, and culture-building programs aligned with HML values.
  • Support employer branding activities to position HML as an attractive employer in the market.
  • Analyze engagement feedback and translate insights into practical action plans.

Leadership, Coordination & Reporting

  • Lead, coach, and develop the HR team to deliver high-quality HR services.
  • Partner with department heads, project teams, and site leaders on people matters.
  • Prepare and present regular HR reports, insights, and recommendations to the Head of HR & Admin.

Job Requirements

  • Bachelor’s degree in Human Resources, Business Administration, Management, or related field.
  • Professional HR certifications (e.g., HR Diploma, SHRM, CIPD, or equivalent) are an advantage.
  • Master’s degree in HR, Management, or related discipline is a plus.
  • Strong knowledge of Myanmar labour law and modern HR practices.
  • 8–12 years of progressive HR experience covering multiple HR functions.
  • At least 3–5 years in a senior HR managerial role, preferably in real estate, construction, or fast-growing organizations.
