The Chief Technology Officer at Wave Money is responsible for ensuring the delivery of all technology initiatives using Agile development practices, aligned with the objectives of our business / product areas; Ongoing management of Wave systems including a mobile money platform, middleware, customer / agent applications, service channels, call center, ERP (GL), databases and infrastructure environment. We have recently successfully completed a Transformation program, where many of these systems have been upgraded / replaced. The CTO will need to continue successful delivery of these systems.We are searching for an individual with demonstrated leadership and success in complex, secure, high-volume and highly available payment processing environments, preferably with experience in emerging markets. The CTO will be responsible for not only the teams that develop and implement innovative technology in our industry, but also for the ongoing performance of those systems to support the strategic initiatives of the business. Security is a priority to our industry. Our systems exchange consumer and financial information with various parties. That information must be protected from unauthorized access. The CTO is responsible to implement and maintain extremely resilient security infrastructures. 1. Key Result Areas• End-to-end delivery of new target state architecture across multiple key financial systems - new middleware, re-integration of upgraded core, integration of apps / customer service channels, etc. • Continued implementation of Agile development capability in-house and across customer-facing channels • Development of Advanced API management function where Wave can build services ‘on top’ / Open API delivered across Prod, Pre-Prod, Test, and DR, including the creation of a rapid prototyping environment in a PaaS environment • Continued implementation of services from previous vendor, and migration to new vendors. • Positive engagement with technology and non-technology stakeholders which drives outcomes. • Setup of the new operating structure to manage technology in-house. • Development of a strong local team to manage low level, whilst having support from vendors for the more complex tasks. • Exhibit strong leadership capability and staff development and engagement to improve the overall performance of the Technology practice and future-proof its success. • Business / Product development in place on time and in-line with customer journey requirements to generate revenue for the business in-line with Finance forecasts. • Setup of Agile development practice with both in-house, and vendor delivery. Key Responsibilities and Accountabilities• Build-up and Management of the hybrid in-house/vendor Software development capability (Agile); and IT Operations with ticketing, SLAs, team development • Oversight of the Transformation Program and product changes on the existing system • Definition of all IT / information security standards, policies, procedures and metrics, including API management (open and closed APIs) • P&L responsibility • Own decisions related to technical architecture, and documentation and continual definition of systems’ design, features, and functions • Management of business / customer-facing data • Manage the design and implementation plan for new Wave Architecture, with Telenor, and vendor resources. • Participate as a member of the management team in IT governance processes and PMO governance. • Report to the CEO, Board of Directors and wider organisation on status updates, and decisions • Deliver MFS platform requirements and associated eco-system to meet current and future business requirements, including prioritisation of requirements from multiple departments. • Set priorisations and timelines with PMO office in Wave, with vendors and Telenor to ensure timely delivery. • Ensure functional, system and architectural integrity of Financial Services technology platforms. • Ensure effective and efficient vendor management. • Ensure the information security of the systems is according to requirements and Regulation. • Ensure maintenance of Data Standards and Data Governance across systems in compliance with Policy and Regulation. • Work in both Agile and Waterfall methodology where it makes sense.
