Job Description

A Big Opportunity for ...

Financial governance and control

  • Lead the day-to-day implementation and monitoring of the Finance Manual, accounting policies and standard operating procedures, keeping them current as the school's systems and organisation evolve.
  • Maintain and monitor the approval matrix and delegation of authority, and act as the escalation point for exceptions.
  • Review reconciliations, journal entries and supporting schedules prepared by the accounting team, and maintain an error and exception log.
  • Monitor significant exceptions, recurring control weaknesses and non-compliance, ensure appropriate corrective actions are followed up, and escalate significant matters to the Director of Business.
  • Strengthen segregation of duties across billing, cash handling, purchasing, payments and accounting, given the size of the finance team.

Financial reporting and management information

  • Prepare and issue the monthly management reporting pack, including the CEO dashboard, budget versus actual analysis with variance commentary and departmental reporting.
  • Prepare monthly cash flow statements, quarterly management accounts and the annual statutory financial statements, working with the school's external auditors.
  • Maintain a rolling cash forecast and an accounts receivable ageing report, and monitor fee collection performance by student cohort.
  • Review key balance sheet accounts, including accounts receivable, accounts payable, deferred revenue, prepayments, accruals, payroll liabilities and other material balances, and ensure they are reconciled to supporting records.
  • Support the Director of Business with financial analysis for governance meetings and strategic decisions.
  • Support the Director of Business in preparing and submitting documentation for the Singapore audited accounts to the appointed service provider, and review the resulting audited report.

Revenue, billing and cash management

  • Oversee the billing cycle, including reconciliation between the student information system (SIMS) and the accounting system (MYOB), and the treatment of deferred revenue, scholarships and sibling discounts.
  • Oversee cash and bank collections, ensuring receipts, banking and daily cash checks are properly controlled and documented.
  • Review and approve refunds, credit notes and billing corrections in line with the approval matrix.

Accounts payable, payments and procurement controls

  • Oversee accounts payable and supplier invoice processing, ensuring expenditure is recorded in the appropriate accounting period and properly supported before payment.
  • Review payment runs, supplier invoices, staff claims, purchase advances and other payment requests to ensure that payments are properly supported, approved and recorded.
  • Ensure supplier bank details are independently verified where required and that duplicate, unusual or unsupported payments are identified before processing.
  • Work with Procurement and operational departments to ensure that purchase-to-pay controls, supporting documentation and approval requirements are applied consistently.
  • Monitor outstanding staff or supplier advances and ensure appropriate settlement, supporting documents and follow-up.

Budgeting and planning

  • Lead the annual budgeting process in Precoro, working with department heads, the Principal and the Director of Business, and manage in year budget revisions.
  • Review budget assumptions, departmental submissions and forecasts for reasonableness and alignment with the School’s operational plans.
  • Monitor expenditure against budget, review the approval workload across categories and thresholds, and recommend refinements to the approval matrix as the school grows.

Banking and treasury

  • Maintain oversight of bank mandates, authorized signatories, payment authorization arrangements and online banking access.
  • Ensure bank reconciliations are prepared, reviewed and outstanding reconciling items are investigated and resolved on a timely basis.
  • Monitor bank balances, cash positions and short-term liquidity requirements, and highlight significant liquidity risks to the Director of Business.
  • Ensure manual, urgent or exceptional payments are appropriately reviewed, approved and documented.
  • Periodically review online banking users and other finance-related access to ensure access remains appropriate.

Systems, payroll and compliance

  • Oversee the finance systems in use (MYOB, Precoro and the payroll process) and support the evaluation of further system integration.
  • Oversee payroll processing and review, working with HR, and ensure staff income tax, social security and withholding tax obligations are met with the school's external accounting firm.
  • Ensure statutory financial reporting complies with Myanmar Financial Reporting Standards and monitor developments in Local GAAP relevant to the school.
  • Review tax filings, tax payments and related reconciliations, and ensure tax balances are accurately recorded in MYOB.
  • Monitor relevant tax and regulatory developments and coordinate with external advisers where specialist advice is required.
  • Manage the fixed asset register and depreciation schedules, and oversee foreign currency translation at year end.

Leadership and stakeholder management

  • Line manage and develop the Senior Accountant and wider accounting team, and formalise roles, responsibilities and a month end close checklist.
  • Act as a point of contact for the school's auditors, bankers and regulatory contacts on finance matters.
  • Support Network's continued compliance with BSO, COBIS and FOBISIA membership requirements as they relate to financial governance.

Job Requirements

Person specification Qualifications

  • A recognised accounting qualification such as ACCA, CIMA, CPA or equivalent.
  • A degree in accounting, finance or a related field.

Experience

  • Minimum five years of progressive finance and accounting experience, preferably seven years or more, including at least three years in a finance management, supervisory or senior finance role.
  • Experience leading financial governance and internal controls, managing and developing a finance team, and working with external auditors, tax advisers, banks and other professional service providers.
  • Experience managing a finance function end to end, including reporting, reconciliations, budgeting and internal controls.
  • Experience in an international school, education group or not for profit organisation is an advantage, though not essential.
  • Familiarity with Myanmar's tax, banking and regulatory environment is an advantage.
  • Experience with MYOB or similar accounting software, and confidence with Excel based reporting.

Skills and Attributes

  • Strong analytical skills and sound judgement, with the ability to translate financial data into clear, decision useful information for non financial stakeholders.
  • A track record of introducing or strengthening financial controls, policies and structured reporting.
  • Excellent written and verbal English communication skills.
  • High personal integrity, discretion and attention to detail, given regular access to sensitive financial and student billing information.
  • A collaborative, hands on approach suited to a lean finance team, combined with the ability to work independently and manage competing priorities.
